Split from #16 (S-15), CLAUDE.md §13. Second of three. Depends on #130 (S-15a).

Outcome: the ACL default-fill configuration (today the static Acl__Defaults__* env, ADR-0003) becomes a managed store with full CRUD, exposed through a BFF /beheer/default-fill endpoint (medewerker realm + beheerder authorization) and a CRUD UI in the beheer portal. The ACL reads its defaults from the store at zaak-creation time. Demoable: edit a default in the portal; a new zaak reflects it.

Out of scope: catalogi viewer (S-15a), MFA (S-15c).

Definition of Done

  • Failing test committed first; implementation makes it pass; refactor if needed.
  • Conventional Commits referencing this issue (refs #NN).
  • CI green (lint, unit, mutation ratchet, frontend, verify-stack, e2e, container build).
  • docker compose up reaches green health within 3 minutes.
  • Docs touched; ADR if a non-obvious decision (the defaults store is likely ADR-worthy); demo note.
  • Closed by the merging PR (closes #NN).
