Split from #16 (S-15), CLAUDE.md §13. First of three.

Outcome: a new beheer Angular portal (nginx image + compose service, medewerker-realm login like behandel) that shows the ZTC catalogi / zaaktypen read-only. The BFF exposes a /beheer/* read endpoint (medewerker realm + beheerder authorization) that proxies a new read-only ACL endpoint listing catalogi/zaaktypen from the ZGW Catalogi API (§8.1 — only the ACL talks to ZGW; reuses the Catalogi client from ADR-0021). Demoable: log in, see the seeded BIG-REGISTRATIE zaaktype and its catalogus.

Out of scope (later sub-slices): default-fill CRUD (S-15b), medewerker-realm MFA (S-15c).

Definition of Done

  • Failing test committed first; implementation makes it pass; refactor if needed.
  • Conventional Commits referencing this issue (refs #NN).
  • CI green (lint, unit, mutation ratchet, frontend, verify-stack compose smoke, e2e, container build).
  • docker compose up from a fresh clone reaches green health within 3 minutes.
  • Docs touched; ADR if a non-obvious decision; demo note (user-visible).
  • Closed by the merging PR (closes #NN).
