Outcome: A local Grafana-based observability stack in infra/docker-compose.yml on network cg: Grafana Tempo (OTLP trace ingest), Prometheus, and Grafana with Tempo + Prometheus datasources auto-provisioned. No app instrumentation yet. Split from #17 (S-16). ADR for the observability architecture (OTel → Tempo direct, no collector; Prometheus scrape; single Grafana UI). Demo: fresh docker compose up reaches a green Grafana with both datasources; verify-stack stays green within 3 min.

Definition of Done

  • Failing test committed first; implementation makes it pass; refactor if needed.
  • Conventional Commits referencing this issue (refs #NN).
  • CI green (lint, build, unit, mutation ratchet, verify-stack compose smoke, e2e).
  • docker compose up from a fresh clone reaches green health checks within 3 minutes.
  • Docs touched; ADR if a non-obvious decision; demo note if user-visible.
  • Closed by the merging PR (closes #NN).
